I like putting it all at the bottom of Theme.scss because then it's all together and it's the last CSS called, so it overwrites any conflicting code. Don't forget to save the file, and to make a note that you've made this change in case you want to go back or update your Themes.

Go into your Theme HTML/CSS by following the directions here.
Add the following to where you're putting all of your custom CSS:
